Kugoo Kirin (KuKirin) scooters, popular in Ukraine, didn’t make the list: the websites that call themselves official belong to different companies and distributors, so we couldn’t verify specs and prices with the manufacturer.

The 6 Lite is the entry model of the Xiaomi Electric Scooter 6 series that Xiaomi introduced in 2026. The motor delivers 300 W rated and 500 W peak power, and the battery holds 216 Wh: according to Xiaomi, that’s 25 km at 15 km/h in Standard mode and 20 km at 25 km/h in Sport mode. The claimed hill grade is up to 15%, so for steep hills a more powerful model makes more sense.
For the cheapest model in this roundup, the 6 Lite gets a front dual-spring suspension with 25 mm of travel and pneumatic 10-inch tires, with a front drum brake and rear E-ABS. The body is rated IPX4 and the battery above IPX6, but Xiaomi still advises against riding in the rain or through puddles. The scooter weighs 18.1 kg, supports up to 100 kg, and Xiaomi lists a rider age of 16 to 50.

Its 451.2 Wh (48 V) battery still delivers up to 50 km, according to NIU, while the motor puts out 350 W rated and 700 W peak, with a hill grade of up to 20%. The EU version is limited to 25 km/h.
The specs list no suspension; wide 9.5-inch tubeless tires smooth out bumps instead. There’s a single mechanical brake, a front disc, plus regenerative braking. It’s rated IP55, charges in 5 hours, supports up to 120 kg, and is meant for riders 14 and older. NIU introduced the KQi Air at IFA 2023, and it remains in the lineup: NIU’s EU store sells it for €799 instead of €1,399, while the 11.7 kg KQi Air X costs €1,099.

Segway’s website marks the F3 E as new. At 18.6 kg, almost the same as the Xiaomi 6 Lite, it carries a 477 Wh battery, more than twice the capacity. Segway promises 50 km at the 25 km/h top speed and up to 70 km at 15 km/h, and up to 90 km with an external battery sold separately. The motor delivers 450 W rated and 1,000 W peak, with a hill grade of up to 20%.
Up front there’s a hydraulic fork, at the rear an elastomer shock, and the tires are 10-inch tubeless self-sealing ones, with a front disc brake and a rear electronic brake. The body is rated IPX6, the battery IPX7, traction control is included, and max load is 120 kg. The E in the name marks the European version limited to 25 km/h. Segway doesn’t publish a recommended price for Ukraine: the scooters are sold by the dealers listed under “Where to Buy” on Segway’s website.

The brakes are NUTT hydraulics with 160 mm discs, the tires are wide 11-inch tubeless ones, and the front and rear suspension takes five cartridge options of different stiffness. The scooter weighs 57.4 kg and supports up to 120 kg; the manufacturer doesn’t list a water resistance rating. At the official Minimotors distributor in Ukraine, the Thunder 3 costs UAH 149,000. Some specs on the distributor’s website differ (110 km/h, 51.2 kg, up to 150 kg); we use the manufacturer’s data.

How to choose an electric scooter
Start with your route: how many kilometers a day, whether there are hills, cobblestones, or stairs at your building. If you’re torn between a scooter and a bike with a motor, read whether an electric bike is worth it.
Range: look at the figure for 25 km/h
Manufacturers measure range under gentle conditions: Xiaomi at a steady 15 km/h with a 75 kg load at 25 °C on a flat road, Segway on flat pavement with a 75 kg rider and wind no stronger than 3 m/s. So go by the range at top speed: for the Xiaomi 6 Max that’s 45 km instead of 70, for the Segway MAX G3 E 65 km instead of 80, and for the 6 Lite 20 km instead of 25.
Segway states plainly that real-world range depends on rider weight, temperature, road, speed, tire pressure, and how often you accelerate. So pick a model whose range at 25 km/h leaves a margin over your daily route, especially if you plan to ride in the cold.
Power: rated and peak
A motor can sustain its rated power for a long time, while peak power comes in short bursts, when accelerating and climbing. Manufacturers list both: 700 and 2,000 W for the Segway MAX G3 E, 300 and 500 W for the Xiaomi 6 Lite. For hills, the claimed grade is more useful: 15% for the 6 Lite, 20% for the F3 E and KQi Air, 24% for the 6 Max, and 30% for the MAX G3 E and Inmotion S1F. Wheels, tires, and suspension
Xiaomi fits 12-inch tires to the 6 Max and 6 Ultra for uneven roads, while the lighter models roll on 9.5- to 10-inch wheels. According to the manufacturer, the self-sealing tires of the Segway MAX G3 E seal punctures of up to 4 mm, and Apollo’s tires carry anti-puncture gel. Suspension varies too: the 6 Lite has only a front spring with 25 mm of travel, the MAX G3 E has hydraulics front and rear, and the Phantom 2.0 has springs with 125 mm of travel.
Weight and max load
Weights in this roundup range from 11.9 kg for the NIU KQi Air to 57.4 kg for the Dualtron Thunder 3. If you’ll carry the scooter upstairs or onto public transit, look at models under 20 kg. Max load ranges from 100 kg for the Xiaomi 6 Lite to about 150 kg for the Apollo Phantom 2.0. Xiaomi tests speed, climbing, and braking at the max load, so it’s best not to exceed it.
Water resistance: what IP means
The IP code under the IEC 60529 standard has two digits: the first rates protection against dust and solid objects (0 to 6), the second against water (0 to 9). An X in place of the first digit means the manufacturer doesn’t claim dust protection. IPX4 on the Xiaomi 6 Lite means protection against splashes, while IPX6 on the Segway models and the Xiaomi 6 Max means protection against powerful water jets from any direction.
Even with IPX6, Xiaomi advises against riding in the rain or through puddles, and Segway warns that damage from submersion in water isn’t covered by the warranty.
Rules: what applies in Ukraine and the EU
Ukraine’s Road Traffic Rules have no separate category for e-scooters: they aren’t mentioned in the text. In May 2026, the patrol police explained that scooter riders are still road users and must follow the general traffic rules: ride at a safe speed, don’t obstruct others, use a roadworthy scooter with lights, and use reflective elements after dark.
Law No. 2956-IX of February 24, 2023, introduced two definitions. A light personal electric vehicle has a motor or motors of up to 1,000 W and a design speed of up to 25 km/h. A low-speed light electric vehicle has a design speed above 10 and up to 50 km/h and a curb weight of up to 600 kg. The text doesn’t specify whether it means rated or peak power, and it doesn’t set out where or how to ride.
Riders’ rights and duties are to be set by draft law No. 3023: on June 11, 2026, the Rada’s transport committee recommended passing it as a whole, and as of September 25 it awaits a second reading. The draft would require riders to use bike paths and bike lanes, or the right edge of the road or the shoulder where there are none; it bans riding drunk or with a phone in hand and introduces no separate driver’s license. Age and speed limits would later be set in the traffic rules.
Until the law passes, local authorities handle some issues: since 2021, Kyiv has limited rental scooters to 20 km/h and set zones where they can’t be left. The patrol police remind riders that two or three people on one scooter aren’t allowed, and that children need a helmet and, where possible, knee and elbow pads. Riding drunk, according to Ukraine’s free legal aid system, carries a UAH 17,000 fine under Article 130 of the Code of Administrative Offenses.
The EU has no single set of rules. According to a review by the European Road Safety Observatory (European Commission, 2024), in most countries scooters must use cycling infrastructure, the speed limit is 20 or 25 km/h, and each country sets its own rules on age, helmets, and insurance. That’s why Xiaomi, for example, sells versions limited to 20 km/h in Germany and 25 km/h in France and Spain.
