Vehicle inspection in Ukraine is not mandatory for everyone in 2026: privately owned passenger cars, their trailers, motorcycles and mopeds are exempt. Mandatory technical inspection, known by its Ukrainian abbreviation OTK, applies to taxis, buses, trucks and their trailers, company cars and other passenger cars that carry people or goods for profit, and vehicles that carry dangerous goods.
Below: the exact list and intervals under the Law “On Road Traffic” and the OTK Procedure (Cabinet of Ministers Resolution No. 137 as amended on May 1, 2026), the inspection step by step, what happens if a vehicle fails, fines, the link to motor third-party liability (MTPL) insurance, and what is known about plans to bring back inspection for all cars.
What OTK is and how it differs from the old inspection
OTK is a check of a vehicle’s technical condition. Article 35 of the Law “On Road Traffic” lists what is checked: brakes and steering, exterior lights, tires and wheels, light transmission of the glass, gas (LPG or CNG) equipment if fitted, and other components that affect road safety and emissions.
Mandatory state inspection for all vehicles was abolished in 2011: Law No. 3565-VI rewrote Article 35 and exempted privately owned passenger cars. The checks are carried out not by the Interior Ministry’s service centers but by OTK operators — companies with an accredited testing laboratory or inspection body. The Interior Ministry’s Main Service Center (HSC MVS) keeps the register of these stations, and the service centers monitor the results in the national database.
Who needs vehicle inspection in Ukraine and how often
The list is set by Article 35 of the law and paragraph 3 of Procedure No. 137. OTK is mandatory:
- for passenger cars that carry passengers or goods for profit, and for trucks with a payload of up to 3.5 t and their trailers — every two years once the vehicle is more than two years old;
- for taxis, trucks with a payload of over 3.5 t and their trailers — every year, regardless of age;
- for buses and specialized vehicles that carry dangerous goods — twice a year, regardless of age.
Procedure No. 137 reads “for profit” broadly: it means a vehicle, including a company passenger car, operated by a commercial company, by a sole proprietor (FOP) in the course of business, or by an individual under a civil-law contract to earn money. So a company car older than two years also has to pass OTK every two years.
Exempt from OTK:
- passenger cars of all types and their trailers, unless they are taxis or used to earn money, plus motorcycles, mopeds and motor carriages — regardless of age;
- commercial passenger cars, trucks up to 3.5 t and their trailers while they are no more than two years old;
- agricultural machinery as defined by a separate law.
Vehicles of military formations, the Interior Ministry, the National Police, the State Border Guard Service and several other services are inspected by those agencies themselves. And the owner of a vehicle that is not subject to OTK can take it voluntarily, under the same procedure.

How to pass OTK: step by step
Under paragraph 17 of the Procedure, the inspection itself is estimated at 40 minutes for a passenger car, 60 for a truck, 65 for a bus and 30–40 for a trailer. It may differ for special vehicles and those with extra equipment.
Find an accredited OTK station
OTK stations are listed in the register of OTK operators kept by the HSC MVS. The current register file (the latest is dated October 1, 2026) and a map of stations are published on the HSC MVS page on OTK. In summer 2025 the HSC put the number of accredited stations nationwide at about 800.
You can choose any station: the Procedure bans restrictions based on where the vehicle is registered. The station must be accredited for your vehicle category and has to state this on its website or notice board, along with its address, contacts, prices, opening hours and register number.
Result: You know the station’s address, its register number and the price for your vehicle category.
Prepare the documents and the vehicle
You need a passport or another ID document and the vehicle registration document. If someone other than the owner brings the vehicle, they also show a document confirming their authority. For an international ECMT certificate you will need a copy of the manufacturer’s ECMT certificate.
The vehicle must be complete, with operating fluids at the manufacturer’s levels and without dirt that could distort the results. The day before, check what you can see without a lift: all headlights and lamps work, there are no cuts or bulges on the tires, and no warning light is on in the instrument panel.
Result: Documents in hand; the vehicle is complete, topped up with fluids and clean.
Go through the inspection
First comes identification: the inspector compares the category, make, model, color, VIN and plates with the registration documents. If the VIN or plates do not match the documents, OTK is not carried out and you get a non-compliance report.
Then the components are checked against a mandatory list. The station uses equipment from the Procedure’s list: a roller brake tester, a gas analyzer or smoke meter (for gasoline and diesel engines), a sound level meter, devices to check the headlights and glass light transmission, a tread depth gauge, an OBD scanner, a steering play gauge and, for vehicles with gas equipment, a gas leak detector.
The process is recorded: photos of the front and rear with the plate, of both sides and of the instrument panel showing the mileage, plus video throughout the inspection, and you must be warned about it. The odometer reading, braking performance, emissions and glass light transmission go into the national database. If you want to watch the inspection, you will get a safety briefing first.
Result: The inspection is over; its results reach the national database the same day.
Get the protocol or the report
If everything is in order, the station issues an electronic technical inspection protocol and sends it to the HSC MVS national database the same day. You get a paper copy, on an official protocol form if you ask. The protocol states the date of the next OTK.
If defects are found or the data do not match the documents, a non-compliance report is drawn up — also electronic, with a paper copy for you. What happens next depends on the level of the defects, covered in the next section.
Since May 1, 2026, international carriers can order an additional check to ECMT requirements and receive, together with the protocol, an ECMT certificate of roadworthiness valid for 12 months.
Result: You have a protocol with the next OTK date or a report listing the defects.
Check the protocol online
You can check whether a protocol is valid with the HSC MVS online OTK protocol check by plate number or protocol number. Protocols issued after February 9, 2024 carry a QR code for this check. The service is in trial operation.
A station can cancel a protocol it has entered within 24 hours and must notify you the same day. An MVS service center declares a protocol invalid if it was issued in breach of the rules or if the police report that the vehicle is unfit for use after an accident or because parts are missing — then you will have to pass OTK again.
Result: The HSC MVS service finds your protocol, so it is valid.
If your vehicle fails OTK
The Procedure divides defects into three levels; according to the HSC MVS, the classification was aligned with EU Directive 2014/45/EU in 2026. A minor defect hardly affects safety and can be fixed on the spot. A major one is dangerous for traffic but cannot be fixed on the spot. A dangerous one cannot be fixed on the spot either, and the vehicle may not move under its own power.

The Procedure treats an unregistered change to the vehicle’s design as a major defect right away. If several defects in one component together raise the risk, they are rated as more serious. A re-inspection takes place after the defects are fixed.
How much OTK costs
Procedure No. 137 does not set a price for OTK: each station sets its own and must publish its list of services and prices on its website or notice board. So you can compare several stations in advance.
The scope of the check differs between vehicles. For taxis, school buses, M2 and M3 buses, vehicles for people with disabilities, driving school cars, ambulances, oversize vehicles and dangerous goods vehicles, the Procedure requires additional checks, so ask for the price for your specific category.
Fines for driving without OTK in 2026
Operating a vehicle that is subject to OTK but has not passed it is prohibited by the Law “On Road Traffic” (Article 37) and the Traffic Rules (clause 31.3). The patrol police or Ukrtransbezpeka, the transport safety service, can draw up a violation report, and at a police officer’s request the driver must allow the vehicle’s technical condition to be checked, including with instruments.

Instead of the fine with a license ban, a repeat offense can be punished with 5–10 days of administrative arrest. Article 128 fines apply to officials responsible for vehicles’ technical condition and to sole proprietors; Article 127-1 fines apply to officials of OTK stations.
The OTK protocol is not on the list of documents a driver must carry (clause 2.1 of the Traffic Rules): its details are held in the national database. Still, it is handy to keep the paper copy in the car.
OTK and MTPL insurance
MTPL Law No. 3720-IX, in force since January 1, 2025, does not require an OTK protocol to buy a policy. Since January 1, 2026, policies are concluded only electronically, and their details are stored in the MTIBU Unified Centralized Database.
Technical condition matters in a different way. If an accident is officially recognized as a direct result of the vehicle not meeting safety standards, traffic rules and technical operation rules, the insurer pays the victim but may then recover the amount from the person at fault (Article 37 of the law).

Will inspection return for all cars?
As of October 5, 2026, no. The current wording of Article 35 of the Law “On Road Traffic” still exempts privately owned passenger cars, so their owners cannot be fined for not having OTK. Headlines claiming that “inspection is mandatory for everyone from 2026” do not match the law.
There are plans, though. In January 2026 the Ministry for Development of Communities and Territories (Mindev), which is responsible for transport, included OTK reform in its legislative priorities for the year: simplify the technical check at the first registration of used vehicles and phase in OTK for all types of road vehicles, making the procedure transparent and free of corruption risks.
A few days later the ministry clarified that no decision had been made on immediate or mass introduction of OTK for all vehicles, including passenger cars; the focus is primarily on commercial transport and on modernizing the system itself. For passenger cars, the Verkhovna Rada would first have to pass a law, but Ukraine is obliged to adopt such legislation, even with a delay, on its way to the EU.
On April 16, 2026, Deputy Minister Serhii Derkach told a round table on bringing the car market out of the shadows that a draft law was being prepared and that the EU had set a benchmark: the changes by the end of 2027 (as reported by Glavcom and UA.News).

The reference point is EU Directive 2014/45/EU. Under it, passenger cars and goods vehicles with a maximum mass of up to 3.5 t (categories M1 and N1) are first tested four years after first registration and then every two years; taxis, buses and heavier trucks after one year and then annually. Which intervals private cars in Ukraine will get will only be clear from the text of the law.

FAQ
Does a privately owned passenger car need an inspection in Ukraine?
No, if it is used for personal trips: private passenger cars and their trailers are exempt from OTK regardless of age. The exceptions are taxis and cars that carry passengers or goods for profit. You can still take OTK voluntarily under the same procedure.
Does a company car or a sole proprietor’s car need OTK?
Yes, once it is more than two years old: Procedure No. 137 counts company passenger cars of commercial businesses and cars a sole proprietor uses in the business as vehicles used “for profit.” The check is every two years; taxis are checked every year.
Can I pass OTK in another region?
Yes. Procedure No. 137 lets you choose any station freely and bans restrictions based on where the vehicle is registered. The station just has to be in the HSC MVS register and accredited for your vehicle category.
What is the fine for not having OTK in 2026?
UAH 340 under Article 121, part 3, of KUpAP. A repeat offense within a year means UAH 850–1,700 with a 3–6 month license ban, or 5–10 days of administrative arrest. An official or sole proprietor who sends such a vehicle out on the road pays UAH 680.
Do I need an inspection to drive my own car abroad?
Ukrainian law does not require it for private passenger cars, but the destination country may have its own rules: in January 2026 Mindev wrote that a valid inspection is needed to cross the border with certain countries, such as Romania and Moldova. You can take OTK voluntarily, and at the owner’s request the protocol is marked “International technical inspection carried out” (Міжнародний технічний огляд проведено), so it serves as an alternative to an international inspection certificate.
